If a learner’s permit is lost, stolen, or damaged, request a duplicate from the agency that issued it before the learner drives again. The replacement may be available online, by mail, at a kiosk, or only in an office. Fees, identity checks, temporary proof, and delivery times differ by jurisdiction. A payment receipt, account screenshot, photocopy, or police report is not automatically a permit.
Start with the issuing agency’s official replacement page, not a third-party “DMV service.” Use the state answer below to find the correct channel, documents, current fee, temporary-credential rule, and road-test consequence for all 50 states and Washington, D.C.
New York-specific answer
How to replace a lost learner’s permit in your state
New York: Replace a lost learner permit online, by mail, or at a DMV office. The fee is $17.50. Online applicants need the permit’s nine-digit DMV ID number, document number or identity verification, and a current address; mail applicants use form MV-44 and the required proof/payment. If the permit was lost or stolen because of a crime, a police-completed MV-78B can support a fee-free replacement. New York provides a temporary document after eligible online transactions to print and use with the permit restrictions until the replacement arrives. Bring the temporary or replacement permit to a road test—an email receipt by itself is not the credential.
What to do immediately after the permit goes missing
- Stop using copies as a substitute. A photograph may help recover the credential number, but it does not become driving authority merely because the underlying record is still valid.
- Check whether the permit is still unexpired. A duplicate replaces an existing credential. If the permit is expired or close to expiration, the agency may require renewal, extension, or a new application instead.
- Use the issuing jurisdiction’s official channel. Some states allow a full online order; others require an office visit for learner permits even when ordinary licenses can be duplicated online.
- Update the mailing address first when required. Several agencies mail replacement cards only to the address already on file and do not forward state mail.
- Save the official temporary credential. If the agency provides a printable or emailed temporary permit, keep the complete document. A checkout confirmation is not the same thing.
Information and documents to gather
An online system may ask for the permit or customer number, date of birth, address, Social Security number digits, document or audit number, and payment information. Losing the card can also mean losing one of the numbers needed for online authentication. When that happens, the office path is usually the practical route.
For an office transaction, bring the original identity and residency evidence identified by the agency. A minor may also need a parent, guardian, sponsor, notarized consent, school-enrollment evidence, or a newly signed permit application. If a name, address, or legal-status record changed, expect more documentation than a simple same-information duplicate requires.
A police report is generally not required just because a permit was misplaced. It can matter when the credential was stolen, used fraudulently, or when a state offers a fee waiver for a crime-related loss. Report identity theft separately if someone used the permit information; replacing the card does not by itself undo fraudulent use.
Is temporary proof enough to keep practicing?
Only when the issuing agency identifies that document as a temporary permit or proof of valid driving privileges. The label matters. A receipt can prove that money was paid, while a temporary credential can prove that the person is authorized to drive under the permit’s restrictions.
The replacement does not change the supervision, passenger, time, road, or vehicle restrictions attached to the permit. It also does not restart the permit-holding period or erase practice already completed unless the state’s rules say otherwise. For the underlying application and eligibility sequence, see how to get a learner’s permit without using the wrong state’s checklist.
Can you take a road test while the replacement is pending?
Do not assume so. Road-test check-in is a separate identity and eligibility decision from online replacement. Some jurisdictions issue a printable temporary credential that can serve as driving proof, but an agency may still require the original-format permit, another photo ID, a completion certificate, logged-practice certification, sponsor documents, vehicle registration, and insurance.
If the official replacement guidance does not affirm that the temporary document is accepted for the road test, the low-risk choice is to obtain the replacement before the appointment. This avoids arriving with a valid permit record but unacceptable test-day evidence. Also compare the replacement timeline with the permit’s expiration; the steps can change when the permit is near expiry. See how long a learner’s permit lasts for the separate expiration question.
Lost, stolen, damaged, or never received are different cases
- Lost: request a duplicate using the ordinary replacement channel.
- Stolen: use the duplicate process and follow the agency’s fraud or police-report instructions if the credential was misused.
- Damaged: the agency may ask you to surrender the damaged card when the duplicate is issued.
- Never received: use the “not received” or returned-mail process when available. It may have a different deadline or no-cost reissue.
- Expired: use renewal, extension, or reapplication rules rather than a duplicate-card request.
Before paying, run this five-point check
- You are on the official state, district, or county licensing site.
- The service explicitly covers a permit or the portal confirms that permit record is eligible.
- The name and mailing address are current.
- You know whether the output is a receipt, temporary credential, or replacement card.
- Your road-test date leaves enough time for the proof the examiner accepts.
Frequently asked questions
Does replacing a permit reset the waiting period?
Normally a duplicate replaces the document while the underlying permit record keeps its original dates. If the credential expired, however, the transaction may become a renewal or new application with different consequences.
Can a parent order the duplicate for a minor?
Not automatically. Some agencies require the permit holder to authenticate the online account, while others require a parent, guardian, sponsor, or notarized signature for a minor’s office or mail application. Follow the jurisdiction-specific answer above.
Can you show a photo of the lost permit during a lesson?
A photo can help recover identifying numbers, but no agency source reviewed for this guide treats an ordinary phone photo as a replacement credential. Use the official temporary or duplicate permit.
What if the replacement does not arrive?
Use the issuing agency’s non-delivery process promptly. Several states set a limited window for a no-cost reissue or instruct the holder to return to an office after a stated mailing period.
