Seats, Part-Time Staff and Locations: Check What Your Software Bill Counts

Compare driving school software pricing by staff seat, part-time instructor and location using one practical quote-normalization worksheet.

Do not compare driving school software by its headline monthly price until you know what the vendor counts. A “seat” may mean every person with a login, only active instructors, or any active employee record. A “location” may mean a branch account, an operating base, or nothing at all because the vendor charges by lessons or students instead.

Part-time status usually does not divide a seat in half. If a part-time instructor needs an active account, the safest assumption is one full billing unit until the vendor’s written quote says otherwise. The same caution applies to an owner who teaches, an office worker who only covers Saturdays, and one person who works at two locations.

This article uses one concrete school to normalize current public prices. RouteOS publishes it and sells driving-school software, so it has a commercial interest in the comparison. The method is designed to expose every billing unit, including RouteOS’s.

Start with people and places, not plan names

Use this example school:

  • one owner who manages the account;
  • two part-time instructors, each with an individual login;
  • two active operating locations;
  • no shared staff accounts; and
  • lesson and student volume still unknown.

That creates three people with access and two active locations. It does not yet create a final price. A vendor that meters student lessons still needs lesson volume. A vendor that charges per new student still needs registration volume. A plan that includes unlimited users may still charge separately for branch accounts.

If you are still deciding whether the owner needs team controls at all, first use the driving school software buyer’s guide. If the second instructor is already real, the second-instructor readiness test explains why individual accounts and permissions matter.

Normalize the same school against each vendor’s meter

Vendor Public billing unit What the example school can calculate What remains unknown
RouteOS $499.00 per active location per month; the base includes one admin account and one active location, with no staff seats included. Each staff or instructor seat costs $99.00 per month from the first seat; each extra location costs $499.00 per month. 1 included admin account, 2 paid staff seats and 2 active locations produce a $1,196.00 monthly estimate before tax and usage-based services. Payment processing and connected-service usage depend on setup and use.
Teachworks Each public plan has a monthly base plus a charge per student lesson. Teachers and user accounts are listed as unlimited. Premium includes the first five Branch Accounts. Staff count alone does not change the public formula. For example, Starter is $16.49 plus $0.320 per student lesson. Monthly student lessons and whether the school needs separate Branch Accounts.
Drivers Ed Solutions $6.25 one time per student; services sold below $250 use a 2.5% fee instead. Website packages and optional setup are priced separately. Neither three staff accounts nor two locations completes the calculation. New-student volume, low-price service mix, and selected website/setup package.
Driver Schedule A monthly base plus a per-active-user charge. Its public definition includes active employees and administrators whose profiles are used for scheduling, time, vehicles, reports, appointments, tasks, or account management. On Advanced, $129.90 base plus three active users at $3.50 is $140.40 per month, before tax. Whether this plan supplies every student, package, payment, and school workflow required; locations are not a separate public meter on this page.
Total Drive The public instructor page shows individual plans from £18 to £26 per month including VAT and asks visitors to choose a school size for school pricing. The individual-instructor price should not be multiplied and treated as a verified two-location school quote. The school-size quote and how multi-instructor access is counted.

RouteOS pricing and calculations were updated October 8, 2026; competitor prices were checked September 26, 2026. These figures come from the vendors’ public pricing pages: RouteOS pricing, Teachworks pricing, Drivers Ed Solutions pricing, Driver Schedule pricing, and Total Drive membership. A public page documents the advertised meter; it does not prove that the products have equivalent scope or that a quoted feature passes your school’s workflow.

Work the RouteOS example without hiding the multiplication

Base membership: 1 admin account + 1 active location = $499.00
+ 2 paid staff seats × $99.00 = $198.00
+ 1 extra active location × $499.00 = $499.00
= monthly estimate: $1,196.00

The public RouteOS pricing page says the membership owner’s admin account is included and remains free even if the owner teaches. Separate instructors, office staff, managers and additional administrators use paid staff seats. An instructor linked to the same staff account counts once, and student accounts do not count. It defines an active configured location as a location unit; pickup addresses and service-area boundaries are separate.

For this example, the owner uses the included admin account and the two active instructors use two paid staff seats. The two operating locations count as two location units. Calling the instructors “part-time” does not change the public definition.

RouteOS’s September 2 code review separately documents controls that count unique active staff identities and active locations, prevent reducing a subscription below current occupancy, and release capacity when an instructor or location is deactivated. That implementation evidence is not a promise that every account is configured identically. Confirm the actual counts, activation state, renewal treatment, tax, and connected-service charges in the registration flow or written quote.

Use one quote-normalization card for every vendor

Copy this card into an email or demo note and require a written answer:

Field Example school Vendor answer
Owner/admin accounts 1 active owner Included, billable, or excluded?
Instructor accounts 2 part-time, both active Does part-time status matter?
Office accounts None today What would a future scheduler cost?
Operating locations 2 active locations Separate charge, branch account, or included?
Pickup addresses Many student addresses Do these affect location count or usage fees?
Monthly student lessons Insert a typical and busy month Which statuses count? Do cancellations count?
New students Insert monthly registrations When is the student fee triggered?
Connected services Messages, maps, payments, document checks Included allowance and overage rate?
Change timing Seasonal staffing varies Immediate proration, next renewal, or fixed term?

Then ask the vendor to return one number for a normal month and one for a busy month. The two answers should use the same people, locations, lessons, registrations, messages, payment volume, term, and tax assumptions.

Do not reduce cost by sharing a login

A shared “instructor” account may appear to save a seat, but it removes the evidence needed to answer who saw a student record, changed availability, moved a lesson, issued a credit, or entered a progress note. It also makes offboarding one instructor harder because changing the shared password affects everyone.

The legitimate cost-control question is whether an inactive or seasonal worker can be deactivated without deleting their history, then reactivated later under the vendor’s written billing rules. Test that exact sequence with a demonstration record. Confirm what happens to future lessons, permissions, notes, reports, and the next invoice.

Compare scope after the arithmetic

A $140.40 scheduling-plan calculation and a $1,196.00 operating-system estimate are not automatically substitutes. First normalize the meter. Then run the same operational tests: student eligibility, package credits, instructor and vehicle conflicts, pickup travel, payments, progress records, permissions, exports, and two-location reporting.

Use this decision rule:

  1. Reject any product that fails a required workflow, regardless of price.
  2. Calculate its cost from the units it actually meters.
  3. Price the required work or software still outside the plan.
  4. Get the seat, location, deactivation, proration, and renewal definitions in writing.
  5. Compare normal-month and busy-month totals over the full contract term.

The cleanest quote is not the one with the fewest line items. It is the one where you can explain every line from a real person, place, lesson, student, or connected service—and predict what changes when the school adds or removes one of them.
